The author's general method o,f treatment is, illustrated by what he says about the milk supply of the city of Berlin. On p. I56 of his book he says. The problem of the public regulation of railway rates is threefold. It involves: first, the question of personal discriminations by means of secret departures from the published rates; secondly, the question of the reasonableness of rates per se; and, lastly, the question of the relative reasonableness of rates.
